Definitely pest infestation. Looks like scale or mealybugs to me. They suck the life out of your plant and they’ll attract ants too. Time to get some insecticidal soap and thoroughly spray down the entire plant, undersides of leaves included. Make sure it’s out of the sun while doing so, as it’ll get burned while the solution is on the leaves. You’ll have to repeat the spraying process possibly several times a week to make absolutely certain there’s no more bugs. Keep this plant away from others if possible, because these pests spread like mad. I can’t tell for certain if these bugs are the entirely of the problem, but it’s important that you treat your plant asap
