She looks overwatered?
I’m sorry about your White Jewel Dracaena. @CuteChollipo is right; it looks overwatered. Those white spots on the leaves are either mealybugs (a tiny cottony looking bug) or powdery mildew (looks like fine powered sugar) Both diseases are contagious and the result of overwatering. ASAP isolate this plant away from the other plants in your oasis. Examine the other plants in your oasis for white spots.
You can use Neem Oil, or an Insecticidal Soap or you can wash mealybugs off using water from a hose or spray bottle.

You can also spray your plant with a fungicide like Neem Oil to get rid of powdery mildew.

β€’I can’t tell if your plant is salvageable or not. It looks like the your Dracaena’s stem is damage and that’s a sign of root rot. Check to see if there is any healthy roots. I would try to propagate it in water. At the end of this website, it will give you step by step instructions on how to save an overwatered Dracaena. https//gardenforindoor.com/overwatered-dracaena/
Every plant mom have overwatered plants, including myself. Only water a Dracaena when the top two inches of the soil feels dry. This means poking your index finger into the soil, (all the way down to the 2nd knuckle). A green thumb is really a dirty finger. πŸ™‚ Immediately stop watering it once water flows out of drainage hole. Don’t let it sit in the water that came out of the drainage hole. And NEVER water it with tap water. It’s sensitive to chemicals in tap water. I hope your plant will make a speedy recovery.
So her stem is damaged, completely dry. I took the plant above the damage and put it in water for an attempt at water propagation. Hopefully she will develop roots. Thank you for the help!!
