Does anyone know why my plant has brown splotches?

Welcome to Gregs Mags! @Mockingjay is right; your Dracaena has been overwatered, perhaps due to slow or poor draining soil.
▫️Since it’s showing signs of Bacterial Leaf spot, quarantine it away from the other plants in your oasis, because it maybe contagious and spray the leaves with Neem Oil. Use sterilize scissors to remove or trim off the damages on it’s leaves.
▫️Consider adding some amendments to its soil, to help improve the drainage. [Like peat moss, shedded bark, perlite etc]
☀️ This time of year our tropical plants struggle because their getting less and less sunlight. 😔 Move it closer to the North facing window or relocate it. It may not be getting enough bright indirect light. The natural uv rays from the sunlight will help eliminate this harmful pathogen on the leaves and it will help the soil to dry out faster. Consider getting your plant a Full Spectrum Grow Light.
💧Scale back on the watering during the wintertime, when our tropical plants are dormant and they’re requiring less water. If you use the finger-soil test before watering your plant, it will help prevent overwatering, because it allows the plant to tell you it’s thirsty. 🙃

Use a chop stick or a bamboo skewers to aerate the soil by poking holes in the soil. Do this everytime you water.
▫️You maybe able to gently work some perlite, or vermiculite or coarse sand into the soil using chop sticks.
