Cactus Fell over with little rocking

My cactus seemed to be fine, but I found gnat like bugs in my plant, all my plants really. But I was rocking my cactus back and forth to see if the roots were sturdy and the bugs didn't get to them. Then It fell over and this is what I saw. I have a feeling it could've been not enough water drainage and just rot. Can someone confirm or deny? Also, is there a proper way to salvage the cactus...Maybe Propagate?

You can try the chop and prop (chopping on top of the rot, adding cinnamon or sulfur fungicide at the bottom, let callous, and replant) but you'll have to do immediately or soon there won't be enough to prop. This is rot.
I agree with @LittleSongbird . You have to chop 2.5 cm above any signs of rot (soft mushy or different more yellow or brown colour). If the healthy top is too short, it won't propagate.
Hey, I just came across this, but I was really wondering if you propagated this cactus and how it is doing if you did?
I tried to put cinnamon on it because I didn't have fungicide, but it didn't seem to help. I still new to taking care of plants so I ended up just letting it go.
