My fern has these brown areas what is it

I don’t have this type of fern, but I do have others. My Boston fern regularly has some type of dead leaves near the soil line (I attached a pic to show you). I just remove them when I water. You have a new frond beginning to grow so that’s a great sign. If you’re worried, you can always preventatively treat for fungus. Make sure the soil is well draining. And I have that cover pot. Make sure you are allowing water to drain for an hour or so after watering before you put the nursery pot back in the cover pot. Keep the soil consistently moist, but not wet or soggy.
Looks like dried up stems/leaves. You can pull it off if you want.

just be careful with overwatering since can cause root rot, which may lead to brown leaves. If the soil is soggy and the roots are mushy, you may be overwatering your fern.
