What's wrong with this rose?

Hey guys, my friends have had this rose bush for years but last year and this, it started getting yellowed and burnt, patchy leaves...they went to their local green house who suggested a fungal problem to which they followed all the steps to fix, but it didn't change anything. Prior to getting sick, it lived outside year-round in a large pot in a zone 8b area.
Before it appeared sick they had taken a cutting and started a 2nd, smaller bush. It also lived outside but in a separate pot some 20 feet away. It too started showing similar illness this spring.
Also, what are these bugs? I just noticed them but they are only on the one bud/stem. They are bigger than anything I've seen before. #roses #bugs #yellowleaves #brownspots #burnt #sick

The black spots (scab) looks similar to a problem I had with my Japanese plum tree this year. Since they followed the treatment recommended, they should also cut off any affected leaves and any fallen ones as well. Disinfect scissors before and after to make sure it doesn’t spread any further.
