What size pot would be best for this? It’s very top heavy...

I’d maybe go up to a ten or twelve, but water like you’re in an 8” for the first little while. But that’s just my opinion. How are your roots doing? If they are growing out and to the sides, you are doing well. - and you shouldn’t have leanage? But maybe someone who is better with this can give you more advice. I know with my cactuses and succulents, I go a little wider on the mouth.
I think the main issue is that it's in a plastic pot. Terracotta will prevent the tipping, and it's also a better material for a cactus because it's porous, which helps the soil dry out faster.

Look for a terracotta pot that's wider than it is tallβ€”this is ideal for succulents and cacti since they typically have shallow root systems. You might have difficulty finding a pot with those dimensions, but they do make them. Big box stores tend to only carry terracotta pots that are taller than they are wide, so I'd suggest checking with local nurseries.

I got such terracotta pot sets from Amazon.
Mine is tilting or leaning in my pot to except it isn’t as big and heavy
