This is likely a fungal issue since the spots have halos. You should treat with a fungicide, you might consider removing impacted leaves in an effort to prevent spread, and re-pot. Rinse off the roots real well and spray them down with hydrogen peroxide. Replant in well draining soil. Check out the link below for some common Dracaena problems.
