Whenever I try to propagate a cutting it never develops r...

I use Coco Coir mixed with a bit of perlite mixed in with it for cuttings. You can use a mister to keep soil moist but not wet. Make sure they get plenty of bright indirect light Some cuttings are better started in water and when they’re showing good root growth you can transfer them to the soil mix.
Depending on which plant you want to propagate...: I've had great success with the sphagbag/perlitebag method (eg, for hoyas and jasmine). Without hormones or anything else. For me, it's very hard to keep soil evenly moist over a longer time and humidity up consistently, so I researched, stumbled over this and it worked like a charm. Just put some perlite in a zip lock bag - wet it enough that it is really wet, (but drain any excess water to minimize risk of rot!) Put your cutting in and "blow it up" and zip. Then off to a relatively warm and very bright place it goes. (But not in a place where with direct sin or gets too hot inside. )
Of course this also works in a box instead of a bag, but I think I would forget to aerate this regularly, whereas with the bag that deflates a bit over time which I can place somewhere more noticeable, I remember to open and reinflate it from time to time. And who knows, maybe the higher c02 concentration helps as well πŸ˜….
Though with this method, you will need to transplant it into soil at some point, I've never had issues with roots dying since the roots are not sensitive water roots, which is a big bonus in my opinion. Also the fact that you can watch the roots developing is a big plus.
Again depending on the plant, any issues in general that could prevent roots from growing might be that the cutting is too short/too long, has too many/too few leaves, is cut at the wrong spot or is just a slooooow grower. I've just had a hoya that has needed weeks to get the message that it is time to start sending out *something* of it wants to keep growing. Whereas another one sprouted real roots after just a few days. It really depends. In soil, I think I would have given up on the former one or had issues keeping the soil moist. In the bag, everything went smoothly and I could see the slightest beginnings of nubs forming which gave me hope (I am not a very patient person πŸ˜…)
Hope any of this might help. Have fun and be patient πŸ˜€
Thanks @MusicalRedmint I will surely try the zip lock bag method :)
Thanks @HoneyBee65 I will try the mister method, I used to add a bit of water while propagating, maybe that was the culprit
