She has dry rot. It's sometimes caused by a fungi and they die when they get it because the center or core will be rotten. Other times it's caused by under watering the roots shrivel and die causing the plant unable to absorb water and nutrients.

If she had a healthy top you could propagate but with your echevaria all the leaves will have it.
