Slugs or snails, maybe? My fittonia suffered a snail attack the other day, it managed to sneak into the cloche on one of the root systems. It looked just like this
neem oil doesn't cause this and neither does overwatering, and while I've never seen this caused by heat stroke, theoretically it could be. But in my opinion, this almost certainly a pest. If you've already tried neem, you need to move to stronger pesticides. It could also be a pet or a child or roommate too, but I'm assuming you already ruled that out.
I would also recommend repotting the soil the next time you treat your plant. With pests, no matter how much neem you use, if they hide in the soil, it's no use.

@SesameSeeds777 I repotted him. Added some systemic pest control granules to the soil. I trimmed the damaged leaves just in case it was something that could spread. It’s been a week. All seems well.
