The soil looks cementy, hydrophobic, making the water unable to soil the soil. I’d loosen up the soil a bit then water it. In a week or so if it improves you should repot into a well draining pot, maybe a little smaller so it can be cozier. If you repot now you risk shocking the weakened plant and killing it. Hope this helps ☘️
It also may be shedding amthe old leaf because I see a new strong one coming up at a second glance.

Since she said that, I took a second look at your plant. I agree with her. I can see new growth. Perhaps the long, shriveled stem somehow detached from the base. There is good growth near the top and there is good growth on the shriveled partοΏΌοΏΌ.

I have a couple of plants that look similar to this. I keep them in cactus soil which drains and dries quickly. οΏΌ

I would suggest leaf the plant alone for a bit longer. See if the shriveled stem did indeed separate. Perhaps you can propagate that small growth near the οΏΌοΏΌbottom of your picture.

I have a Persian carpet flower and the way I have propagated it is twist off the growth I want to propagate, allow it to callus overοΏΌ, and stick it right in the soil.οΏΌ
