Hi! It looks like a nutrient deficiency. I’d see about adding compost and/or an appropriate fertilizer. Usually our in-ground soil is crap so we have to amend it if we want our plants to really thrive. You can also add mulch afterwards to help regulate moisture and temp in the soil.

Are you sure it's not just dirt that became muddy and splashed up when watering and dried on the leaves? It looks like it could be that. I would try snipping a leaf off and washing it off under the sink. If it washes off and the leaf looks healthy problem solved. Sometimes mud splashes can look like more than they are. ❤️

Only because, the top growth looks very healthy and it's just the leaves near the ground.
