The spots is edema. It's a sign of increased humidity in your house. Apart that the spots don't look nice, they're harmless. It's like blisters in humans.
Watering once a month in Winter should be ok. Because there are these edema spots, you may try watering once every 5 weeks.
Do the brown spots brush off easily? They look like they might be a pest.
No, they are permanent. Must be about the humidity as @SvelteKingfern described.
Also I don't have a set watering schedule for it I pretty much wait until it's just about bone dry before it gets a drink.
That's the best way. You know the best when they're dry.
I too don't follow Greg recommendations.
