It does look a bit like burning leaves. My lemon balm leaves are sensitive and burn easy. I try to limit the direct sun it gets but always keep it in bright indirect light. I would pluck those leaves to conserve energy and it should bounce back 😊

Many herbs do well in the sun, but lemon balm needs shade. Especially in areas in which the summer sun is hot, this plant grows best with some shade in the afternoon or in a spot where there are tall trees to lessen the intensity of the sun.

That looks like sunburn to me as well. I would move your lemon balm to receive less light.
I agree with @jazzyjess and @KikiGoldblatt. Your leaves won’t recover cosmetically however moving the plant to where it will recieve less light will protect the others and preserve the plant foliage appearance.
