It could be. Dragon trees come in different forms. If it is it’s just young and will continue growing tall.

@Iramcacti not when I first got it. I replanted it and noticed there’s a tiny (maybe 3/4”) base, but I wouldn’t call it a trunk.
Honestly those leaves look like marginata leaves and it looks like a burgundy that hasn't grown up enough to have a trunk. I've had the song of India with variegated green and white leaves.
Meant to say magenta. I think the original ID is right.
