What are these on my plant ??

Maybe spider mites
These are the dreaded mealybugs. Isolate this plant from the others. Get a good quality organic natural Neem Oil Spray (I like it because it's effective and it's not chemicals). Test on one leaf, if no allergy spray both sides of the leaves and every part of the plant with this oil. Repeat 3 times every 7 days. Then keep spraying every 14 days as prevention.
You need to do the spraying in the evenings, to prevent the Sun burn. The plants can be exposed to the sun the next morning.
Touch each one with a swab dipped in alcohol. Remove all you can find this way.
100% mealybugs
Best way to get rid of them fast is by using a cotton swab dipped in alcohol and kill each one individually. Like @BeeBalm says.

These are really hardy pests, so they can be a problem to get rid off.

Do keep in mind you need to keep treating this plant now for weeks, also keep it separate from your other plants!!! My suggestion is to also use a insecticide spray that is specifically made for mealybugs on the side once a week.

I use the alcohol and cotton swab method also flushing down the plant with water can help, and yes they can be hard to get rid of so it’s important to keep an eye and clean with alcohol ever other day if you still see them or their webs
Manually removing them is the best option
Also quarantine your infected plant and if it’s been near others check those too
