Well, as long as it is green it is alive. You can attempt to make it grow new roots. If the brown parts are rotten/mushy then cut them off with a sterile knife and let the ends callous over for at least 24 hours. Then you can simply lay them on the top of the dirt and wait for roots (spray with root hormone on the bottom to speed up the process if you want)

Makr sure to give them proper care too. If they are rotted it would be from overwatering. Give them soil that doesn't retain water for too long.
@ExecAudreyficus the bottom brown roots are more hard and dead? I think. So I can cut a green leaf off and dry proprogate like a succulent? Is having it in water doing more harm?

Just cut off the brown dead parts and dry prop. Cacti are succulents :3

Putting roots that were in soil into only water could cause shock if not acclimated.
Try to water your plants only when they need it to reduce chances of overwatering and root rot. Get soil that has low water retention (doesn't stay moist for a long time)
