My leaves all fell off , am I over or under watering ?

Leaf drop on a panicle hydrangea is normal winter dormancy, they go completely bare every year. As long as the stems are still firm and green inside when scratched, the plant is alive and healthy. Keep watering lightly (let the top inch dry first), avoid soggy soil, and it'll leaf out again in spring
