A little bit of root growth coming out of the drainage holes isn't necessarily cause for immediate repotting. Baby rubber plants don't mind being slightly root bound, but if it's been over a year since repotting and/or growth has started to slow, you can certainly move into a pot the next size up (no more than about 2" bigger than its current pot). Pruning can help maintain plant shape and it also stimulates new growth, but it's not a substitute for repotting. Personally, I'd let your plant grow a bit more before cutting pieces off. When you do prune it, make sure you remove no more than 30% of the total plant at any one time, otherwise it can go into shock.
