Aw man! Your roses look like they might have a fungal infection. ): Are they outside in a pot with good drainage or in the ground?
I had issues with my roses when they were getting too much water. I had to cut them all back and allow the new growth to emerge over time.
There is a fungicide that you can get for roses. Perhaps that will help your roses. Ultimately, I believe that once you address the issues, cutting them back will be necessary.
