Hi Cecilia! Basically, the way to tell the difference, is the soil. Does it seem to be wet/moist more often than not? Is it still wet/moist when you water? If the answer to both of those questions is yes then you're over-watering. If the soil is so dry before you water that it's pulling away from the side of the pot, then you're not watering often enough. That said, Dracaena are also sensitive to the chemicals in most regular tap water which will turn the tips of the leaves brown. So it's better to use filtered water or rain water.
