Sounds like it might need some phosphorus! When a flowering plant has low phosphorus, it'll start to push more leaves than blooms.
An easy way to add phosphorus to your soil is with leftover bones from cooking or coffee grounds. There's some great instructions available on Google that I use for my flowering plants. :) Hope that helps!
