The puffy white ones look like scale insect, you can use a general pest spray to treat (if there are not many, you can also squish them with a twig or something; a reddish pink liquid will come out).
As for the webbing, could be spider mites, again the general pest spray should take care of them.
If the infestation is large you can prune away the affected areas (dispose properly or burn), and then treat the rest of the tree. Crepe kettles are hardy, so should recover. Good luck
