Is there any part of this cactus that’s salvageable?

This poor thing was given to me by my mom because she struggles with cacti, so it already wasn’t exactly set up for success. Anyway, it fell, lost dirt and then got overwatered? (Took me probably way too long to get it properly potted up after the fall) is any part of it salvageable or is it all going to die? #GoldenTorch #CactusClique

The only chance it has is mayyyybe cutting off the top 3ish inches, let it dry for a few weeks, then repot in a small pot with cactus soil- don’t water for a few more weeks and keep in its sunniest spot. But if it’s rotted up into the top, looks like it may have to go in compost.

@MamaLinne if I cut the top part off will regular scissors work? I unfortunately don’t own any pruners or any tools like that for plants
