I bought this Little Jewel yesterday at my university, and I noticed that the top leaves have black dots on it. Is this a sign of pests? Should I be concerned?

I have to say it looks severely over-watered. These pics are generally what a pachyveria little jewel is supposed to look like. I'm not sure those bottom leaves are salvageable. If it was my plant, I would take it out of the dirt and see what the roots look like and let them dry out for a day. Feel all the yellowish leaves. If they feel squishy or watered logged you should probably carefully remove them. Those 2 newer layers at the top look okay. I would check the stem for rot as well.
