May I suggest that you snip off the roots right above the brownish part. Let the cut callous over for a day. Use somewhat moist cactus/Succulent soil to plant it in to.
BTW, How big is this cactus?

After playing with it more I realized that the bottom part is all exposed and you can see its skeleton basically and while it isn't 'mushy' per say it is pliable as in you could rip its flesh and find a skeleton underneath, basically. Im thinking I could chop the head off like you can do with a cactus and let it callous over then just throw it back in some dirt.
I know you cant see it in the picture but there is a segment at the very top that is still green and im sure viable. Im not sure if these euphorbia species can be propagated the same way most cacti can but it seems like the only option right now if I want to save it. @YammieOf3
