So it could be the weather, since it is winter, it may not be getting all the warmth it needs.
The heat was my first guess being a succulent and all, however it may be a different condition that is making it bot to grow.
It’s a little hard to tell from just a picture what the problem is, but my advice would be to change the conditions and monitor it to see if there is any change with your plant.
