Infestation?

I repotted a bunch of my plants about a month ago and when I ran out of the new soil I bought, I made what I can only assume was the fatal mistake of using old soil that had sat outside in a bag for far longer than recommended I'm sure. I didn't realize my mistake until all of my plants started dying, including the ones that weren't repotted with the new soil. I read online that it could be neems, so I've been using a neem oil spray for a few weeks but it doesn't seem to be working, and the severe toxicity of the spray concerns me as I live in a very small space and have a cat.

What are these things that are slowly killing all of my plants? Are they neems or something else? And how do I get rid of them without spraying each plant with toxic chemicals for weeks on end in the hopes these things finally go away?

I am desperate, I have worked so hard to keep these plants thriving and now they're dying right before my eyes. Please help!
It looks like it could be scale or feces from aphids. There is an all natural peppermint pesticide that I use that is safe for pets. I buy it from Amazon. I also place all the affected plants in the shower. Give the leaves a good wash with the nozzle and then I wipe down both sides of all the leaves with a soft cloth and rubbing alcohol to remove any residue or remaining bugs. You have to treat them once a week for about a month to get rid of them. I know as I’m fighting thrips right now and i think they came from one of the Thai constellation monstera’s I bought a few months ago. It’s awful as I have over 300 plants to treat.
@Shells_Garden do you think I'll need to repot them all again, or should the peppermint pesticide be enough? I hadn't thought about putting them in the shower for treatment, they've all been taking turns in the kitchen sink πŸ˜…
