It looks like it is rotten probably from over watering is my guess. There is really not much you can do it looks to be completely dead. How much do you water it?
Sorry to say but that cactus is definitely dead! It could be from overwatering or not enough light or root rot but other than that I’m not sure! Cacti thrive on neglect, sometimes im pretty sure they can sense us worrying about them πŸ˜…
I’ve heard that some stores will splice two different cacti together (the orange bulbous one and the tall part) to make them more visually appealing, but the cacti grow at different rates causing them to eventually wither. I think it might be too late for yours, but it’s something to look into further.

Ok, to correct my previous comment: the top cacti is a moon cacti and the bottom is a dragon fruit plant, the moon cacti doesn’t photo synthesize so it sucks all the nutrients from the dragon fruit causing it to die. If you want too save the dragon fruit cacti you need to cut off the moon cacti, and if you want to keep the moon cacti you’ll need to graft it to a new dragon fruit cacti. The moon cacti is a parasite grafted to a dragon fruit host to make it ✨pretty✨.
