I know this is frustrating. My oleander hasn't bloomed since I cut it back (because the last winter did a number on it).

Oleanders need a good amount of water to bloom. I know you're in AZ, it perhaps the other plants in other areas are getting more water or the soil is retaining more water.

They also have a large root system and if there aren't enough nutrients in the soil to sustain the plant, it will not bloom. The last thing is that it might be getting too much nitrogen if you are fertilizing it.

A fertilizer high in phosphorus will help in the spring time.

Your plant looks healthy and if you want it to bloom, I would water when you can and plan on getting it a blooming booster next spring. (:
