Little flys/gnats

My echiveria, spelling might be wrong, has little flys around it. I believe they are fungle flies maybe? I read it could be due to root rot. My leaves kept dying off, I have since repoted it, and put it in a terra cotta pot with succulent and cactus soil, any who, the little flies are persistent. Any pointers?
Yellow sticky trap, for the adults, & 1part 3%hydrogen peroxide 2parts water. As a soil drench. Will kill the larvae.
Some people cover the top layer of soil with about an inch or two of sand, and this will stop them physically from digging into the ground & laying more eggs, but I personally don’t like the sand method bc I top feed & amend soil

fun fact, hydrogen peroxide is water with one added molecule of oxygen. It can actually save your root rot plant from dying because of the oxygen in it. H2O2. I know they’re completely organic thing that kills those pesky fungus gnats, and larva is mustard seed powder. Let the soil inch or so soil dry out b4 next watering & even bottom water will end the madness. I had so many fungus gnats on my last grow on one of the plants that it was about to drive me insane and I don’t care what anyone’s opinion is the hydrogen peroxide worked the first time and did not have to do anything again and the plant was beautiful.

I've been told that fungus gnats mean I'm over watering.
@HoyaHo it may not necessarily be overwatering, but you have the right idea and that what’s happening is your soil is just staying moist for too long so it may be the soil itself or your overwatering 
Can you post a photo of your plant so maybe we can help with a bit more information?
