Is this mold?

Iโ€™ve had this rose of Jericho for. A while now. I used to keep it outside in a birdbath, cause it was big enough, and it slowly went from green to brown. Eventually I decided to pull it in and let it shrivel, but the I got a new vase. Filled it with water put it on top and within 2 days Iโ€™m starting to see fuzzy white on top? I assumed it was bits of paper towels I had been wiping down the area with. I rinsed it off in the sink, brushed all debris away, a lot of the ends of the plant came off? I put it back and it looks like the fuzz has returned. Is the plant dead-dead, no longer resurrecting? Should I let it dry out and try again? Or just let it go outside and get a new one? Thoughts?

Unfortunately I think it's dead-dead ๐Ÿ˜‘ The same thing happened with mine...a few days after "resurrecting" it in a bowl of water, it started to get fuzzy mold and I knew it was a goner.
@stephonicle I left it for another day and it only got worse. Is all the mold on it okay to put back in the outside birdbath? Iโ€™m not going to poison them with mold? Although I think it was the birds that initially poisoned the plant
