It looks like a pest infestation. Looks like scale . You can wipe them off and use an insecticidal spray but that leaf will most likely die off since it looks pretty damaged. It looks like possibly also spider mites. I’d check any plants near it too. Try to isolate it while you treat it so it doesn’t spread to other plants
