succulent “regenerating” … what’s the best course of acti...

So ever since Frank bloomed, he has been losing leaves and has begun the process of losing this top growth. the stuff at the bottom is new and freshly grown, and in the spots where the old leaves used to be, new buds are coming in slowly.
My question is, do I cut off the entire top and just let the bottom grow, essentially starting the plant over? Or, should I leave him be, letting the rest fall off and grew new stuff?
I know this isn’t a great explanation, so if anyone has any questions before any advice then I can happily answer it :)

It could be a variety of things. Seasons are changing, plants go through normal cycles every year. The top leaves look a little wrinkled so it could possibly need more water. I would leave it be, most of the top looks ok, and you can separate the new growth and have multiple plants if you want 🙂
You could always chop and prop the top part and have some new plants... I agree that it looks like it may be thirsty and or want more light tho (:
