Cutting yucca

I'm wondering if in the spring, can I cut my yucca plant and have 2 plants?

I'm asking because I see all these little nodes on the trunk, about 12 of them, but they won't grow, they've been stagnant all summer with a tiny bit of green sticking out (photo).

Will cutting help the nodes grow?

Will cutting the top off grow roots again?
