I am by far, no cactus expert I live in the swamps of the Outer Banks in North Carolina  but I do have one cactus it is a Edgars baby dragon  fruit 4-5ft tall now.
And I have some of these spots on a couple places on mine I may be wrong, but I believe this is what is called rust 
A 1 to 1 ratio of 
3% hydrogen peroxide & 1 part water￼￼
Spray the plant, let it dry out & kill the bacterial fungus “dry dry out” 
It’s caused from too much moisture ￼

Other 2 methods of eradication isn’t so friendly,
Fungicide spray or spray it with a anti fungal copper.

One more thing that I will say since this is a bacterial fungal issue because of moisture, 
you have to tell yourself a cactus is a succulent unless it looks awfully skinny. It probably doesn’t need water because it doesn’t really lose moisture. It sucks it up. ￼

I agree with Bob. I have several cacti and some have that. It’s a natural aging process that cacti do to give itself support as they grow.

@Mrbeansoup It’s most likely sun scorch from wherever ever it was before. It will grow out of it as you take care of it more and gradually gets exposed to more and more light to help it grow. Just be careful to not expose it to direct sun without gradual exposure. It’s not fungus or anything, just a slightly crispy tan.
