Is it ok to rewater hydrophobic soil?

Ok picture this: you watered your plant, but later you realised most of parts of the soil beneath repels water. What do you do? Is it ok to rewater?
Coz i dont want to be overwatering.

Grab a chopstick, carefully poke a bunch of holes. Bring to the sink, run the tap into the soil. Let the water run out of the drainage holes, but keep up. Do this for about 10-15mins. Overwatering happens when the soil stay too moist for too long. It doesn't matter how much water you give it, so long as you let it dry out before the next water.
Thanks. What happens if you are dealing with a raised garden bed situation? Can the chopstick method work?
I gave close to 7 litres of water mixed with seasol coz its quite a big garden bed. It works mostly coz the seaweed solution helps break surface tension, but small sections still seem dry.
Is it ok to water again (like after an hour or 2) after the first time?

@RulerMoonflower adding a spreader sticker or even a few drops of dishsoap to your water will help rehydrate large beds. It does the same thing, breaks surface tension amd allows the wayer to penetrate.
Spreader sticker with a hose on sprayer would be my choicenout of the 2 , but either works
