Is my pink syngonium stunted?

My pink syngonium hasn’t grown in the last year!
I’ve repotted twice, just to check for root bound roots and root rot, no signs of distress. I fertilize every 3 months (not during winter) and she’s still very small!! Am I doing something wrong, or is she just a slow grower? :(

Many plants need time to adjust after a repot, sometimes as much as a couple months before they adjust.
Syngoniums love bright, indirect light.

I'd suggest letting it rest since it's gone though adjusting to your home, two repots and a season change and giving it less light. Think "my plant can see the sun but the sun can't see it."
Yep, @PlantMompy is spot on. Let him be and he will grow. He will pause any time he’s disrupted and plants focus on one thing at a time so if roots are getting reduced or damaged each time you repot he’s probably putting energy into regrowing them. Once that’s done he will start popping new leaves.
