@DearWhiteghost Welcome to the Greg community! Yes generally speaking cacti can survive in shallow pots because most cacti have shallow roots. However, you should make sure the pot has good drainage. Happy Growing!
I believe your cactus on the right is actually an Old Man of the Andes! Old Man Cactus has no spikes, and Old Man of the Andes do have spikes. Also, the cactus on the left is a Moon Cactus.
@DearWhiteghost, @Catplantaddict is right about them being Old Man of the Andes and a moon cactus. And @Ms.Persnickety is right you need good drainage with any succulent/cactus. You should take into consideration, as your Old Man gets bigger (it'll take time obviously) it will eventually spike into your moon cactus. And not only that, the Old Man of the Andes requires A LOT more sun than the moon cactus. You could acclimate a moon cactus to more sun but they are prone to burning in excessive sun, while the Old Man, once acclimated, can take some sun. I personally would put them in separate pots, but I think you could make it work, it's really up to you. Hope this helps. ๐Ÿ˜
