So that would be probably some type of aloe or aloe hybrid that has been painted, which isn’t the best. I don’t know why they paint these plants.
If it came off the roots, then it miiiiight die as that could be a high sign of root rot. If it is rotting, there isn’t much saving it unfortunately.
Are the roots black, mushy, pull apart easily? If any of it seems like that, it’s rotted.

@Kci5 no, that isn’t normal. If it came away from the roots, the best you can do is set it on top of new soil and keep it moist not wet. Maybe it will grow new roots, maybe- if it is painted, that always kills them I don’t think I’ve ever seen one that color before- I would set it on new soil and keep it moist under medium filtered light and see what happens.
