How to fertilize Canaliculate Snake Plant

Most potting soils come with ample nutrients which plants use to produce new growth.
By the time your plant has depleted the nutrients in its soil it’s likely grown enough to need a larger pot anyway.
To replenish this plant's nutrients, repot your Canaliculate Snake Plant after it doubles in size or once a year—whichever comes first.

What are the white spots? They are hard and do not easily scrape off. If I gently use side of a razor blade I can get them off. If it is a pest how do I get it off the areas I can't reach with razor blade?
