This one's tricky! I have some advice but I am far from an expert so please don't take it as gospel.
Is he maybe dormant? Also
I know you have a grow light but maybe he wants a bit of sun could you move him into a different spot where he'd get some sunlight. If it was me id repot maybe even into a smaller pot. I know the pot you have now is small but still they do like a tight space.
It could just be slow growth and nothing to worry about. I know of people who will water once a month and theirs thrives on neglect. Hope I've been able to give you some ideas. If he looks and seems otherwise healthy then it's probably just growing really really slowly.
