Hard water stain!?

Alrighty, I thought it was mealy bugs , it might be mealy bugs and hard water stains. I had not figured out what they were until two minutes ago. Could these be hard water stains? When I treated the leaves with rubbing alcohol they white stuff went away, then came back a few minutes later. Spray the leaves and other parts of the plant with the solution: 1 part of 70% isopropyl alcohol and 4 parts of water. Touch the found mealybugs with the cotton bud tipped in 70% isopropyl alcohol (death on contact).

Isolate the plant from other plants. Check other plants for mealybugs.
Can’t really tell from those pictures. The second underside one kinda looks like it might be mealy bugs.
Mealy bugs or spider mites. Mites are very common on Ivy. Neem oil and a systemic soil granual should kill then off
@Plantgirl56 I’m not super comfortable with using neem, I have already treated the infected leaves with rubbing alcohol as I suspect they were mealys.
