If the bottom leaves look soggy, it means the plant still gets too much water. You need to cut down on watering, or the roots will drown. Good luck.
I have noticed that your echeveria is planted in regular soil. Regular soil holds water for too long. If you want to save your echeveria, you have to change the soil to more gritty cacti succulent soil asap.
