Is this pot full of props or are you wanting to propagate from it?
They want consistent moisture as they grow roots so usually watering when the first inch or two has dried out. Since your pot does not have drainage you'll need to water less frequently because extra water is stuck in the bottom of the pot, so I'd let at least 1/2 the soil dry before watering again.
Extra humidity can help cuttings develop faster as well.
Many pots have drainage holes in the bottom, the more the better. Sometimes people propagate in something like perlite for fluval stratum because it's airy and you can just something like a clear cup and not worry about drainage. You could try that as well.

Firstly, i believe regardless of the ease of rooting in water or soil, i recommend using root hormone, stick the tip of the cutting into the root hormone 1-5 min. Then it should he ready for soil! This also helps with skimpy, small roots that seem to be inable to sustain growth, let alone come time to repot! Not every plant is as easy to propogate as the spider plant! Regarding the moisture of the soil, it would depend on the moisture of the donor plant is optimum for growth.
