Watering from the bottom is a great way to help them establish strong roots, which lead to healthier plants. That and adequate light will help your basil grow its best.
Hey, Taylor! I have my basil outside in bright sunlight. I keep it in a bowl of water so it doesn't dry out.

I don't think your basil is getting enough light, that's why the leaves are small and light green.

When you give it more light and it starts to grow bigger, make sure you pinch off the new growth and especially flowers. The flowers will make the basil bland.

If that pot has a little stopper in it, maybe you can find a bright, shady spot outside and put it in a little dish of water so it doesn't dry out. You can slowly acclimate it to brighter light over time. (:
