Why's it so small and yellow at the bottom?

(I'm repotting for a friend.)
It's not squishy and the roots look healthy, so what's wrong with it? The pot it was in had no drainage and she top waters...

I've asked her to get a terracotta pot and told her to water from the bottom from now on.... Anything else?

Agree with @sarahsalith. Some cactus can also, not sure of the term, but they get woody. That part may also have been covered by the cover stones if it had any and if the plant wasn’t getting light in that area it would not needed to be green to photosynthesie. Looks perfectly healthy and if not soft then pot it up. πŸŒ΅πŸ’š
It could be previous damage. It could be because it was buried so far under the soil line. (: You're a good friend!
Thanks @Gordo and @sarahsalith! She keeps her plants in her office where they get zero natural light and only pots then outside for a couple hours on watering days... It did also have a heavy layer of sand and gravel at the top, so I guess that's it. Will the bottom plump up now that it's not buried and exposed to the light?
@WickedValkyrie it may but it would always have larger growth at the top. When it gets more top heavy then plant it lower in the soil πŸŒ΅πŸ’š
I would say since the pot has no drainage, it would be a result of wet dirt sitting on the cactus skin too long. It could be corking, or something like that. You took the right steps to start to better it. And she looks very good to me, she has a chance. Of course a new pot with drainage and new clean dirt.
