Have you tried adding prop drops to your water or dipping the base in rooting powder? If it had root rot when you got it, you can leave it out for 24 hours to let it fully dry out. Then, spray it with hydrogen peroxide before adding the rooting powder. Then, repot in cactus soil and a terracotta pot. Good luck!
