Do you have a picture? Do they look as of dusty? How small are they? My first guess would be mealy bugs. If so, isolate the plant and wipe down the surroundings. My preferred treatment is spot treatment with alcohol. Hard to say just going on "white spots" alone. A picture would help.

It probably needs a pot with drainage holes. Repot it into a pot with drainage and homemade natural succulent soil (find a recipie online) and also find a video on how to repot succulents.
